臺大生農學院與BSI簽署合作備忘錄

    藉由國際標準提升農業碳管理與國際接軌邁向淨零

國立臺灣大學生物資源暨農學院與新加坡商英國標準協會集團私人有限公司臺灣分公司(The British Standards Institution ,BSI)於3月5日簽署合作備忘錄,雙方將依據國際標準推動農業低碳及碳匯等進行合作,協助農業部及臺灣建立農業碳管理資料庫,幫助國內產業藉由國際標準提升農業碳管理與國際接軌,落實臺灣淨零轉型目標。

臺大生農學院因應「臺灣2050淨零排放路徑及策略總說明」及「淨零轉型之淨零科技布局」之藍圖,特設立「農業零碳技術與管理創新研究中心」,以農業淨零碳排之減量、增匯、循環及綠趨勢四大策略為宗旨。

臺大生農學院院長林裕彬表示,「農碳中心」未來將攜手產官學界,以自然為本解方,在確保糧食安全前提下,發展高效能、低耗能之增加零碳農業生產模式,並透過創新技術研發及示範場域之建置,培養國內跨領域之農業零碳或負碳創新技術人才實務經驗與技術水準,促進國際交流,達成臺灣邁向領導世界農業負碳產業之目標。

林裕彬表示,臺大既有各種技術之研究中心及「臺大實驗林管理處」等學術資源,具備完整之研究及人才,針對臺灣推動2050淨零目標義不容辭,臺大將透過農碳中心整合校內跨領域之專業團隊,在國家淨零目標扮演關鍵角色。今與BSI簽署MOU,雙方將依據國際標準推動農業低碳及碳匯等進行合作,旨在協助農業部及臺灣建立農業碳管理資料庫,幫助國內產業藉由國際標準提升農業碳管理與國際接軌,落實臺灣淨零轉型目標。

BSI總經理蒲樹盛表示,BSI為英國皇家特許的國家標準機構,ISO組織創始會員之一,制定許多全球普遍採用的標準,並為ISO組織所引用,包含ISO 9001品質管理、ISO 14001環境管理、ISO 14067碳足跡、ISO 50001等。並致力於以標準協助企業組織為未來做好準備,在全球提供標準制定、教育訓練、稽核驗證、產品測試等服務,助力企業組織管理風險、ESG各面向目標,並朝向淨零與碳中和目標邁進。

MOU between the College of Bioresources and Agriculture and BSI for adopting international trends on net-zero through agricultural carbon management

The College of Bioresources and Agriculture (CBA) of National Taiwan University (NTU) and the Singapore-based British Standards Institution Pte Ltd Taiwan Branch (the British Standards Institution, BSI) signed a Memorandum of Understanding (MOU) on March 5, 2024. The two parties aim to promote low-carbon emission agriculture and soil carbon sinks in accordance with international standards. CBA has cooperated with the Ministry of Agriculture (MOA) of Taiwan ROC to establish an agricultural carbon management database for helping domestic industries to improve agricultural carbon management through international standards, and implement Taiwan's net-zero transformation goals.

In response to the blueprint of "Taiwan's 2050 Net-Zero Emission Pathway and Strategy" and "Net-Zero Technology Layout for Net-Zero Transformation", the CBA has established the "Agricultural Net-Zero Carbon Technology and Management Innovation Research Center (thereafter in Research Center)", aiming to respond four major strategies on agricultural net-zero transformation proposed by the MOA, including reducing carbon emission, enhancing carbon sink, circular agriculture, and green trend. The CBA stated that in the future, the Research Center will communicate, coordinate and cooperate with industry, government, and academia to develop a high-efficient, low energy-consumption, zero-carbon agricultural production model based on a nature-based approach that ensures food security and safety. Through the R&D of innovative technologies and the establishment of demonstration sites, the Research Center will be dedicated to cultivating the practical experiences and technologies of zero-carbon or negative-carbon agricultural innovators across multiple fields in Taiwan. The CBA and the Research Center will also promote international exchanges by cooperating with NTU's existing international partners and the BSI, in order to achieve Taiwan's goal of leading the world's carbon-negative agricultural industry.

Professor Yu-Pin Lin, the Dean of the CBA, said that NTU has a variety of innovative technologies, research centers and academic resources, such as the "NTU Experimental Forest " which has a complete range of research and human resources, and is obligated to promote the 2050 net-zero goal in Taiwan. Through the Research Center, NTU will integrate its professional teams across multiple disciplines to play a key role in the national net-zero goal. By signing the MOU with BSI, both parties will cooperate in promoting low-carbon agriculture and carbon sinks based on international standards. BSI is an international organization for standards chartered by the United Kingdom, and one of the founding members of the ISO. BSI has developed numerous globally adopted standards that are cited by the ISO, such as ISO 9001 quality management, ISO 14001 environmental management, ISO 14067 carbon footprint, and ISO 50001. With this MOU, BSI is committed to assisting organizations with the development of standards, thereby preparing for the future through standards, providing services such as standards development, education and training, audit verification, and product testing, while moveing towards net zero and carbon neutral goals.
